Default Front bumper - Upgrade or repair? Thoughts?

My front bumper has been repainted before my time and the tabs/holes to lock on to the clips as expect are torn so the front most tabs on both sides are missing, which means the bumper does not fit right. So my options are as follows:

1. Have them repair the tabs/remake the tabs with 3M plastic making thingy and repaint or touch up some scuffs, this should be a relatively cheap option as labour costs in Ukraine is very low. If I go this route I would like to update the grille to the '09 (or is it the '10) version, is it a simple swap? I have the radar cruise control and the works.

2. I buy a new front bumper - if I do it this way and choose to buy the updated 09/10 bumper would I have to buy the new headlights too? I read here that the headlight washer locations have changed so is that something that is complicated to relocate? is the bumper cover the only thing that is different or are the bars etc underneath different too? anyone done this particular upgrade?

In order to upgrade to the 10-12 bumper you also need the headlights. Headlights, foglights, bumper cover, grille, etc.

You'll need new headlamp washer units...everything else underneath should be the same

that sounds like a PITA... bumper cover alone is fine but if i have to get the rest of it sounds like an expensive proposition? is the grille plug and play?
