Default Dash fix after Lexus expiration of recall

Hello,
has anyone had any luck with a Lexus dealer replacing dash after buying a used Lexus, 2007 LS460...
Maybe splitting cost. Car bought 30 days ago.

I have a 2008 LS460 (purchased January 2018) and visited my local Lexus dealer to see what they could do regarding the sticky dash/armrests and unfortunately they would not budge. I really wish the previous owners would have taken the time to get this taken care of when they had the chance.

See I don't understand this problem....sticky as in sticky to the touch as in the surface is sticky as in what it has melted and gotten gummy?
