Just put on winters there’s a sound that I did not hear before
I just put on new winter tires and there’s a whirling noise when the wheels spin that I have not heard before is this normal for new tires or is there something wrong

I’ll send a message to the installers but I think they were balanced but you guys could be right about winters being noisy I’ve never had winters before

+1, winter tires are not quiet.
Aggressive tread, soft compound, and many, many cuts in the tread's surface all collude to be quite a bit louder than any fair-weather, non-truck, tire.
Remember, snow tires are meant to have as many little edges biting into the surface as possible.

Is the whirring metallic in nature? If so, is likely that they bent one of your rotor splash shields and it's now making contact with the rotor. This can easily be fixed by removing the wheel and bending the splash shield back into place and away from the rotor.

Just an update: I had them rebalanced after a couple hundred miles and the problem is much teduced..probably wore them in a bit
