According to the seller this is what has been done so far,
replaced the valve cover gasket, spark plugs, and gaskets for the spark plugs and fuel pump on 6/21/2018
On 6/23/2017 front and rear rotors and brakes replaced
Replaced the front upper and lower control arms on 6/7/2017 at 116,559.

With no air suspension, and control arms replaced (ask to see receipts, your only big issue is the brake actuator. That's a roughly $2000 repair expense that you'll likely be dealing with at some point. If the car otherwise checks out, I still think my original numbers above is where you'd want to be.

I don't see much replaced on the service history. I do see the Nav update.
You'd potentially be inheriting a money pit. Get it inspected.

I usually buy factory parts and get it repaired at a Lexus/Toyota specialist.

There were 3 recalls for this model year. Check the Lexus records to see that they were done. I have 130,000 miles on my car. The upper control arms were done. I have had no issues with the brake actuator, radiator or water pump, or anything else mechanical. The only issues I've had with the car are cosmetic. The wheels are delaminating and the wrap on the drip moldings is peeling.
$225 is not unreasonable for a PPI.

I ran a carfax report, No accident and looks good, but there’s no record since 08/23/17. Last reported record for emission inspection at 121361miles on 08/23/17. Is that common?

Carfax is dodgy at best. You are FAR better off registering for a free account on the Lexus Driver's Site and looking at what the service history actually is.

I commented in your 430 thread....car looks very clean and priced decent. As others have said....brake actuator and control arms are big ticket items......I'd try to get him down on price as the rear control arms and brake actuators will need to be done. An inspection is money well spent. You can buy parts yourself and find somebody to install. Check brakes, tires and battery....when last changed? 2 key fobs/keys? I'd offer 8-8500.

Looks like he had the upper and lower front control arms replaced.
At the end of the day, I think 8,500 is a good deal but I'd see if he'd take 8. You'll probably be able to get the dashboard taken care of at Lexus for free - there are plenty of other threads on that.

Ok I saw the car today. It very well shows the cosmetic blemishes of a 11yr old car. Front bumper got paint chips everywhere. scuffs and minor scratches all around the car. Small dent on the driver door. Dash is kinda sticky and the part above the instrument cluster is chipped, damaged panel on the center pillar, passenger seat has a small tear.
It drives pretty smooth no noise what so ever. Played with all the switches. Looks like everything works as expected.
He came down on the price to 8.5k
He gave me the summery of the service he has done so far and also the receipt for replacing the control arms. I am a little confused looking at it. I’m attaching the receipt , Do you guys think he replaced both rear and front control arms or just the front ones.

if he got the control arms replaced at the dealer, that's a MEGA PLUS..
Seems like a good car $9k... Remember, this car was $70k+ when new. Just be prepared for typical repairs needed for a 10+ year old car.
