2015 LS 460 Headlight Question
Wondering if anyone has information as to making the inner lens on the headlights functional and what equipment is needed. I have seen some mentions of older DRL mods, but I am looking to make it an additional low-beam/high beam light. Thanks in advance.

The inner lens just isn't a functional lens. You'd have to somehow totally custom retrofit a new projector into that space, would be a big undertaking.

It's part of precrash
If yours is equipped with precrash then you should have a little cap on the side and a halogen bulb inside. Models without have it sealed, I'm not sure if you could drill out the hole and retrofit a bulb on non precrash headlights. It exists on precrash models to give the infrared sensors something to see since HID lighting has no infrared light, the lane keeping and precrash systems wouldn't work.

The pre-collision system detects pedestrians using these same cameras, and the grille-mounted radar detects vehicles and other obstacles. There is some confusion even in the owner's manual about whether PCS uses infrared lighting. The manual seems to imply that the innermost projector in vehicles with LED headlights is an infrared illuminator for detecting pedestrians, but the cameras themselves don't appear to be infrared sensors. As far as I could figure out, the infrared lighting was used for the Lexus NightView system that was discontinued starting in 2014. There was a separate IR camera/sensor for this next to the other two cameras used for LKA and PCS.
I was surprised to see that there is no headlight-washer panel in this photo. I thought that was standard equipment in all 2013+ LSs.

I have a 2015 LS460 F-Sport without the pre-crash sensor. I might look into adding the a projector or modifying the end cap and putting an LED light in the existing housing. My main concern was getting the right signal or if anyone had undertaken the modification without replacing the entire headlamp unit.

When I was selecting parts for my 2013 facelift project I bought a light without precrash and I toyed with the idea of drilling out the cap hole myself as well. I since bought two lamps with precrash so I won't be doing that anymore but assuming non-precrash lights don't have the pins in the connector you'd need to get your hands on a repair manual and take a look at how the pins go. Assuming a car without all the systems would even power up those inner lights. I suspect mine might not work plug and play so I'll probably just tap into the DRL cables. I also don't think you can run those inner lights at 12v in traffic as they'd probably dazzle the heck out of drivers. LEDs running at 6v perhaps?
