how to set up 2007 ls460 driver seat to retract back after engine shutdown and move forward on startup

I don't think the 2007 - 2009 MY LS460s had that option.

No seat retract when switching the car off for 07-09 models .

I believe some owners of those cars use the personal seat position buttons on the door to do that. Just program one button for the position you prefer for exiting and entering the vehicle. Not quite the same thing, but perhaps useful.
