I had my rear bumper repaired and repainted by an excellent bodyshop, same color MUCH less damage to repair than that and the bill was just over $1,000.

Some have different tolerances than others. Personally, I would never pick up a used car that needed work, unless it was a fun “project car” type deal. I always try for the best example I can afford, balancing options, color, etc., when it comes to used cars. For OP, he doesn’t seem to be as picky.

maybe I just dont know as much as some of guys or seen the flaws you guys thats why I asked about the car. To see peoples opinion so if the majority of people said pass , I would pass on the car

OP this doesn’t necessarily apply to you, but any time someone tells me their car search includes the, sort price lowest to highest function, I’m very suspect of the cars they are considering.
These cars are typically below market value for a reason, and as a the last poster said, unless you can a. work on the car yourself or b. can settle for a car with flaws or c. do the work yourself, it’ll always cost you more in the end.

if the issue is just the bumper then i am fine with it as far as the oil gasket leak I told lemon squad about and they said they would try to check it out , I should find out later on today or tomorrow

Looking at the service history, the owner declined nearly every recommended service, which is fine if they had it fixed elsewhere, or the car genuinely didn't need it, but neither of those seem to be the case with this car.
The one good thing about used Lexus (to an extent) is that they are initially bought by people with money, so finding one that has been cared for with an open check book isn't that difficult. This cars last owner bought it at 89k miles, likely got a repair estimate that he didn't like or couldn't afford, and thats why its for sale now.
Lexus of Wesley Chapel did a multi-point used car inspection on 12/18/2019 which means they contemplated selling it used, but decided to wholesale it immediately after. Makes you wonder why, and if mileage was the determining factor, they wouldn't have wasted their time with the inspection in the first place.

To me that drivers side rear quarter shows the car was in a substantial accident and had quite a poor quality repair done.

$20k is a decent amount to buy something without a car note. You could get a nice 2013-2015 Rx350 or GS350 all day with that budget with around 50K-70K miles.
Or any newer Non Lexus.
I think if you want a 2013+ LS460 for around $20K at 100K or less well maintained then you will have to wait another year. In the meantime rough it in a hooptie
