The volume **** is non-op when trying to adjust volume for phone calls over Bluetooth.

I dig into settings for a separate volume control on the touch screen instead.

How do I use the radio volume **** to adjust phone call volume?

The engineer who designed this needs a public caneing.

Use the volume buttons on the steering wheel for both phone and radio volume.
Related trick is to press and hold the "Mode" steering wheel button to mute radio/pause playback.
Works nicely when at a drive up window and even better when trying to hear Navigation prompts.

Also if you have a newer iPhone be sure to adjust the volume on the phone...during an actual call.
The volume of the media playback and that of the ringer can be changed anytime, call volume gets changed while calling.
