Steering wheel shake at low speeds

Hi I have a 2007 ls460. The service records dont show. Any control arm changes. The car has 84,650 miles. The top control arms look new(like they have been changed recently,super silver compared to the rest of the dirty black parts) and the bushing look intact. But when grab them and twist, they have a little play. Is that normal? Also at low speeds the steering wheel shake like hell. After 60 it's fine. Btw my alignment is super off. I'm hoping that is the cause for the shaking. Has anyone got the shakes with bad alignment? I'm just trying to figure out if it's a duel problem. Tire rods are stiff with no play. Tires have even wear on them. I'm on a really tight budget. I dont wanna get a alignment done only to figure out I need to change suspension bits changed, and have to redo alignment.
