PLEASE HELP!
how can I access the high beam head light to replace it?
I’m NOT, talking about the low beam that you access by removing the fender.
there seems to be nearly no possible way to access the high beam bulb.
any pictures? Videos?

Follow this DIY its the DRL replacement but the same bulb is also the High Beam.

The ballasts that power the bulbs are picky. If you did not use original Toyota / Lexus bulbs they will do exactly as you describe. Aftermarket bulbs will sometimes work for a few minutes and then shut off. If you turn the lights off and back on they will turn on again for a few more minutes or in your case seconds. Then they will shut off again.
I have a drawer full of aftermarket bulbs, been there done that as they say.
There is also a possibility your ballasts are going bad but I doubt both of them are.
