On my 2013 LS, I had 2 go bad so I just got 5 new ones put it and when I try to program them in a techstream I get the new 5 sensors typed in pretty fast but then I get error that it can’t connect and then to reset by touching CG and TS on the obd2 port. Which I did and nothing. If there something I’m doing wrong? It looked pretty simple from watching the demos people have shown here.
Not sure if this helps at all but turn car to on but don’t start - TPMS light flashes for a bit then is on solid. Also when I try to program I have car ON but not started that is correct right? Anything I’m missing.
Most often recommended here is Denso brand OEM. There are some rebranded denso made units as well. If your sensors are not, this may be your issue. Unfortunately many products are advertised as compatible, but not always true.
I called Costco and they told me they can swap em but can’t guarantee the programming of em
they said the same to me. I used their sensors and they programmed. Might as well return your amazon / eBay ones and get the ones from Costco. They programmed for me without any issues

Don't know if it's your Techstream set up or the sensors, as I use an Autel TS508 for my TPMS relearn procedures on my '07. Pacific Industries TPMS sensors for our vehicles usually run $40-50 each, so that amazon price of $39.99 for 4 seems too good to be true, and the majority of the latest reviews do not seem positive. Furthermore, whether accurate or not, the product description states for the LS "Serises" 2007-2012 and yours is a 2013 no?
Unfortunately, there are so many cheap, fake parts out there that often tempt us in order to save a few bucks, but end up costing us more in the end, not just $$$, time, hassle, and frustration. Hope you get it all sorted out!
I went through the same TPMS struggle a while ago with my ‘07. Same problem with the Chinessium cable. Most cost effective route I found was the ATEQ Quickset tool. It will store multiple sensor numbers, it’s cheap, and it makes my winter/summer tire switch easy. I think I got my ateq for $35 on local Craigslist, but they appear to be well under $100 used on eBay. Not sure the tool will work with your 2013, but it’s worth a look.
That error message your getting is the same one I got with my bad cable. Good Luck.
Before you spend more money on new sensors or cable go or inquire at America's Tire. I had 2 sets of G37 wheels in the past and every time I swapped them America's Tire reprogrammed the sensors for free.
FYI, Bad cable and closed loop appear the same because the ECU locks out connection. For whatever reason some of the cables only work on certain vehicles. For example one of my cables doesn’t work on Honda and another doesn’t work on Mitsubishi. Fine on other vehicles.
