I would try to break off that piece as close to where its still good. Clean that part of the wheel very good and let dry. Toothbrush works well. Remove any oxidation you can see.
Now don't laugh, but apply a dab of petroleum jelly to the exposed wheel part. Do this often as you wash the car and road dirt accumulates. This will cut down on future oxidation of the wheel. Its just prolonging the inevitable for awhile longer.
Go for a powder coat finish next time.
