Can one of you smart Lexus owners tell me what this is? It’s in the panel under the hood behind each headlight.

Those are the capsules that explode upon impact with a pedestrian, to push the hood to cushion a person getting hit.

Perhaps you should read your owners manual? It's explained there, along with the stuff on the hood hinges that "explodes" too.

Default Owner’s Manual

I haven’t had the car long. I’m still reading the owner’s manual. Even the ‘condensed’ version is 512 pages long.
