Even if there is, the reason that function is disabled is because of our laws here. Our laws indicate that when the turn signal is first turned on, that the all light emitting diodes pertaining to that light must be on, at least initially. Therefore, even if you get that module, your car would not be in spec.
This is the reason why on Audi cars that have this function, they have a second "light" which is not dynamic, and 100% turns on at the first second, while the second light source is "dynamic".

Toyota seemed to get around it on the Avalon by having the light start with the whole strip lit (which covered the legal aspect) then fading out progressively across the strip.
