MIght you car have had any sort of paint protection added as a whole car spray?
Everything from Rain-X to Nu-Finish products will change the behavior of wipers
on glass and not usually for the better. Try cleaning the glass and wipers with some
isopropyl alcohol to see if it helps. If you do change out the blades be aware that the
OEM arms are pretty low profile to fit under the hood edge and minimize wind noise.
It is less expensive to change out only the blade "inserts" and keep the Lexus brackets.

Also try cleaning the rubber portion that comes in contact with the windshield. All you need is a wet paper towel or cloth. I have to do that periodically and when I do I get some black stuff that rubs off on the cloth. After that the wipers work fine until they need cleaning again. And I have to do this on all out other cars as well - 2 ES350s and 1 GX460.
