if your ecu doesnt have power it wont start. are you getting any engine codes? or no power at all inside the car? find what blew the fuse and fix it and then replace the fuse. might be your problem.
and yes, the timing belt turns while the engine is cranking. its supposed to.

Okay so I checked the battery it trys to crank but wont so I tested the right coil it has spark but the left dont, could that be a main fuse? or just that the coil is out?

check the connector to the coil. if the clip is broken it might have unpluged as you bolted it down. i had this issue when i put it back after changing the starter. pushed it back in and it started so i found a good clip i had in the garage and changed it. also check the connectors to the cam sensor on that side.

check the plug by the fuse box that goes to the engine harness. its got a bunch of pins. kind down just below on the side of the shock tower next to the over flow reservoir. also, if it ran before you pulled it apart, the coil didnt go bad. its likely a loose connection on a connector somewhere.

i think timing is off, because the left cam mark is right on the dot but the right is abit off and the crankshaft mark is off to the left not the right, so i think timing is off, so when io try to crank the car, The Valve is open and theres no compression right?"

I believe cylinder #1 is the first(front) on the LH (drivers) side of the engine.
