Toyota Land Cruiser, 2002 model on the Plate near the Door, 2003 in the registration card. Options: Manual Transmission, Moonroof, In-Dash 6 CD Changer, Rear Censors, Diff Lock, Dual A/C Front And Rear, Third Row Seats, Cooler, Power Doors, Power Windows, Central Lock, ...
That seems very fishy. 2002 on the door but 200 on registration?
Other than that it is hideous. Ugly stickers outside and lambs wool on the center console

By 2002 plate he means that the manufacturer's plate thats visible when you open the driver's door and that the vehicle was manufactured in 2002 but is a 2003 model year (as evident from the registeration).
I thought you might also find it interesting that the LC in the pictures is a 6-cylinder 4500cc version as both 6 &8 cylinder LC are sold in Dubai.

* the hood ornament is OEM GCC Spec. (gulf cooperative counsil - meaning middleast spec)
* I have seen that front lip a few times in dubai before
* The rear tire cover is typical dubai...
* The side decal's...Nissan Patrol and the likewise come with them..hence Toyota Dealerships there offer them too (as options).
Compared to the rest of land cruises here in dubai, this one's hardly any rice. But SUV modding in stateside hasn't taken off as much as its taken off in Dubai....after all the 'MAN' (mohd. bin suyalem - the dude who's got the most powerful landcruise is from dubai).
