trim wrinkling??

I have a 99 lx470 and the metal trim on my tailgate (upper) is wrinkling (?) for lack of a better word. Yesterday I was behind another lx470 and I noticed they had the same problem. Has anyone ever encountered this and attempted to fix it? It really is an eye sore. To try to better describe it..it looks like the metal is lifting but there are no holes, or tears. Not really a rusting out look as there is no holes as mentioned. Sort of like the metal is painted on and it is lifting off and has a wrinkled appearance all over. Any suggestions on how to fix this? I tried searching, but didnt know what to call it so came up emtpy.

I know what you mean, I have a similar issue.
I have some 'wrinkling' on areas of my chrome, but more than that, I've got bubbling - looks like if you used cheap latex paint in a bathroom and the steam makes it bubble up.
I don't have money to spend on it, and I wouldn't know what to do if I did, so I'm kinda ignoring it and hoping I don't get off the freeway someday soon with a length of chrome missing from the truck.
Sry this wasn't of any help in terms of suggestions, but at least you know you're not the only one.

Also, to better define 'wrinkling' for those who have no idea what we're talking about:
Lay a paper towel flat on a table - press your hands on the towel and exert enough force to bring the towel taught (as if you're sliding your hands away from each other on the table) - When the towel is taught, slightly move one hand down/towards you, and the other hand up/away from you.
The wrinkles that appear where the towel was taught are what we're seeing on our trucks.

the wrinkling on the tailgate upper trim peice is a very known issue. Just peel that trim peice off and buy a new one. It is only held on with 3M adhesive trim tape. I replaced mine about two years ago.
