Default Cold air vent passenger feet

I have a 99 lx470 and a 2002 as well. In the winter months i use the fresh air in option with the het on so the windows do not fog up inside. My wife has told me for years that when i use the fresh Air option her feet freeze while sitting in passenger seat cuz the vent blows freezing air on her feet. After all these yrs I was a passenger today as we shared driving on a long trip to the Detroit auto show. N she's right! My feet r frozen. Is this just a lousy design as it is identical on both cars. Anyone know how to fix is besides duct taping up the vent by the passenger feet? Wud seem like a **** poor fix on such an expensive vehicle.

Default Duct tape or what

My wife has the same complaint. Not sure what the option is here, other than the dreaded duct tape. I thought I may try putting some insulating foam to limit the volume of air coming out, but keep thinking there must be a problem with some other internal control. Unfortunately, I have yet to find any other way. I am considering discussing with a local dealer and see what they have to say. I am reluctant to bring it in, spend a few hundred dollars of diagnostic time, for them to tell me its the design
