Went to test drive a 00 LX470 (with about 80000 miles on it,timing belt already changed,seller wants $18000) today and found a few problems so I'm wondering could anyone give me some suggestions on it(and how much would it cost to get the listed problems fixed)?

1. The front right turn signal bulb would not turn on and when I turn it on the green arrow on the dash blinks a lot faster than the left one(If I turn the )

2. It won't play, load or eject any CD and when I tried to play it says ERR3

3. When I turn the A/C to heating, the rear outlets still blows cold air(the front ones are okay)

4. Wind noise is pronounced at 60MPH and is annoying at 70 or more and there seems to be a low whine from the engine compartment at around 40MPH.

5. Shortly after start, there's a metal vibrating sound from the engine compartment, it lasted a few seconds and then never came back.

6. While driving, there's a non-metal vibrating sound from the front passenger's seat, but my friend on that seat insisted that its coming from my side We tried but weren't able to locate its origin.

7. When I break, the break pedal, the steering wheel and seemingly the whole front of the vehicle is vibrating.

btw. Is there any other common problems on this year's LX470?

This is very common, most of those Fujitsu players died within the first few years of service with this error. Mine certainly did.

4. Wind noise is pronounced at 60MPH and is annoying at 70 or more and there seems to be a low whine from the engine compartment at around 40MPH.
In my experience this is when the previous owner replaced the windshield but did not use the original lexus one, and did not use the lexus install kit. I had the same thing, had to replace with with the Lexus OEM and all the sudden it was all good.

5. Shortly after start, there's a metal vibrating sound from the engine compartment, it lasted a few seconds and then never came back.
Cracked manifold most likely.

7. When I break, the break pedal, the steering wheel and seemingly the whole front of the vehicle is vibrating.
Overheated and deformed front disk. Get them machined, or replace.
