Default Is this a real problem with the early LX470?

Since i am considering buying an early year LX470 ... i've been doing some research on these car and i found the following statement under 'reliability' section on autos.msn.com:

"An occasional problem on this vehicle is the failure of the Electrical Junction Block. The cost to replace the Electrical Junction Block is estimated at $600.00 for parts and $260.00 for labor. All prices are estimates based on $65.00 per flat rate hour and do not include diagnostic time or any applicable sales tax."

This is shown to be a problem on 1998-2002 LX470 and Land Cruisers.

Is this a real issue and is it that common and expensive to fix? How many of you here have experienced this?

Thanks!
Dan

P.S. Another issue they list is this: "An occasional problem on this vehicle is failure of the Evaporative Emission (EVAP) system. Problems with the EVAP system cause the Check Engine Light to illuminate." Is this legit too??

Yes, I am aware of this. autos.msn.com listed this price. Must be very outdated.
