Default VSC, Active Trac, ABS, Brake Lights ON

Need help ! I've had this issue on our 2001 LX 470 for some time. I took it to two local garages to pull the code and both said the ECM wasn't communicating with their code reader and that they couldn't seem to clear the dashboard lights. So, I took it to Lexus and they told me the same thing and that before they could troubleshoot any further, they needed to replace the ECM to the tune of $2300. I pulled the ECM and sent it out to SIA Electronics to troubleshoot and repair ($189 IF they find something) but the computer passed all of their tests........they say it's a good computer.

So now I'm thinking it's a harness issue which sounds like a nightmare. Does anyone have an other ideas? I'll try anything before getting into the wiring !

UPDATE: I disconnected the battery and reinstalled the computer. Hooked the battery up and now the car won't turn over. It ran fine before the computer check out.......... crap. Is there any reprogramming that needs to be done before I can reinstall the computer?

UPDATE Part Two: Found my multimeter and was able to check the battery. 13 V with no load, dropping to 3V when I tried to turn the car over. Battery shot. Replaced and it fired right up. As it turns out, I think I pulled the wrong the computer for repair

This sounds similar to the issues the first gen Sequoias and and GXs had. I've gone back and forth with the dealership with my Sequoia with them saying it's either the ECM or brake booster and they'd have to replace it before they could confirm. No thanks. Some people have cleared all the codes and issues with a new gas cap too...
