LX 570 Trailer Brake Controller

Hello all, this seems as close to the right place to ask this as any I have found.
I understand that the truck is wired for a brake controller but here is my question: do you have to wire a brake controller to get power to the 12v pin of the towing harness? It looks like the brake wire and 12v wire run together to the backend connector. I do not have a connector and I cannot figure out why my 12v pin has no power. I have checked all fuses, good, and I test with the car on.

A Redarc Tow Pro Elite with the TPH-021 harness and switch blank is about as OEM looking a setup as you can get. I have about 3000 miles towing with mine on my LX570 and used the same setup in my GX460 for probably 1000 miles of towing. Works well.
