Default Brake Pedal feel

Can someone explain what the difference is in the braking system for MY15 LX (I guess MY08+ should share the same braking system?). I recall in other 'normal' vehicles, when engine is off / key off, you pump twice (maybe 3x) on the brake pedal, the pedal will get really hard. But this is not happening in my LX, no matter how many times you pump (well I pumped about 6x to try), the brake pedal will not get hard, it actually feels the same. So what is the special design that Toyota/Lexus use in the LX that differs from conventional braking systems (uses Vacuum I guess)

No idea but if the brakes work when driving, how the peddle behaves when it's off should matter much. I suspect your are correct- likely a vacuum system in play. If you have issues when driving, have the fluid changed, maybe with fresh Synthetic Dot 4 if it takes it- and have it properly bled. Gravity bleeding sometimes works well since pumping the pedal can itself introduce air bubbles.

you should hear a hissing sound of the actuator when pump brakes again and again adjusting the fluid. My 2018 brakes seem much tighter compared to the 2015. But I did a whole brake job for the 15 and the brake feel a much better. My pads were less than 2 and the brake travel was much more.

the change of rotors pads have helped but the 2019 feels much more “grabby”. a brake flush might also help.
