I always like to close the loop, so I wanted to let you all know we passed on the car. We took it to an independent dealer who immediately pointed out a body repair spot on the passenger side over the wheel (right about where the pump is). My guess is that the guy was involved in an accident, paid cash to have it fixed (not very well done and pretty obvious once the guy showed us what to look for), had the pump fail from impact and traded it in at that point. Thanks all!!

There is a Toyota/Lexus dealer in the middle east. You can order parts from the U.S. and normally have them in 3-4 days at prices lower than you'll see with a North American dealer.
