I would call it a hitch cover.
I'd start with my local Lexus or Toyota. I believe it runs around $100, You'll need to advise your paint code...it's on a label on the driver's side B-piller. I'd bet you can save money via online ordering. Least expensive I found is on partsouq.com. Partsouq is in the middle east, prices are usually lower than your local dealer including freight. Shipments to me in Idaho usually run 3-4 days if I place the order on a week day morning, or late Sunday night. They seem to do better on pricing as the primary market for LX and Land Cruiser is the ME. You'll also need a small plastic snap in fastener for the lower center of the cover.
I have looked online and local and they're ridiculous in price for a piece of plastic!

I'm guessing way north of $100? PartSouq does a nice job. I was a little apprehensive ordering parts from the ME, but they get rave reviews on mud, and I've always had smooth orders and shipping.

I just leave mine off because in the summer I take a bike rack on and off a lot. Just get a hitch cover, search eBay, Amazon or specialty hitch store, get one that fits your interests. I have a few I switch out every so often. Hitch Covers

I think this might be called the Jack plug cover...confirm with the dealer. If so, you can probably get from one of the Lexus dealer’s online parts stores.
