Default AC issue on one side: 3 servo motors to replace?

Question for the educated DIY'ers here. The AC on the 2 driver side vents went stopped working about 4 days ago - recently moved to a new area so don't have a trusted mechanic or shop yet, but took it to Toyota dealer who ran diagnostic and said there are 3 servo motors that control the driver side functions of AC and all 3 motors need to be replaced. Quoted 15 hours of labor + parts for grand total of $4,000. Parts are:
87106-28170
87106-50390
87106-60260

Does this sound right that there are 3 separate motors that control just the driver side vents?

I found an indy shop with stellar reviews and taking it in tomorrow morning for a second set of eyes. Will report back what I find. Even if they diagnose the same, I'm hoping for a lower proposal on labor.

Update: indy shop said only 1 part was bad from what they found and they were able to do something to get it working. They mentioned that the part will fail at some point - could be a week, could be a year, but I was only charged $100 for the diagnosis and getting it working. Quoted 10 hours of labor to replace once it goes bad and out the door price is around $1,400. So clearly I know where I'll be taking the truck when it goes bad...
