Bulb in the switch blown? Does the seat still get hot? Check the electrical connections under the seat (motor it forward all the way to ease access). Pop the switch panel up and check the plug is connected properly (From memory, there is one plug that does both seats). Double check fuse with a continuity tester. Some fuses although they do not appear blown, actually have hairline cracks in them.

When you say new seat cover, do you mean whole new leather seat cover?
I spoke to an independent mech. who said the original cover can be reused.
I have a '97 ES 300 and the driver seat heater element is burned out.
