Angry Purchased a 2019 RX CPO at 63K miles at 73K saying we need to replace spark plugs

We purchased a Certified Pre-Owned 2019 RX350 from Freeport of NY (we live in NH) with 63K miles on it, manual says recommended service at 60K is to replace spark plus (which also says must be done to maintain emissions warranty). Taking it in for 2nd service at local dealership now that we have put 10K miles on it they're saying we need to replace the spark plugs. When I said this should have been done as part of the CPO as it was part of the regular maintenance - they're saying nope....we need $900 to do this.

Question is - as part of CPO :> would one not expect that recommended maintenance (especially ones that are tied to additional warranties) to have been handled PRIOR to selling as a CPO? The quote to replace the spark plugs is $900 (which is ridiculous in and of itself).

Am I off in my thinking or am I right?

CPO just means the vehicle was inspected, not that all maintenance has been performed. They will only fix items that are broken.
