I would think that the need for a radiator flush would depend upon how the cooling system was maintained in the past. If the coolant has not been replaced on a regular basis, or if the present coolant was mixed using mineral-laden water, a flush would probably remove some of the crud which a simple drain would not remove.

However, if the cooling system has been maintained regularly, I think a drain and fill would be adequate.

Always use distilled or demineralized water when mixing the coolant.
