Default Smogging a Car?

I finally reached an agreement with a private sellter for this 1992 SC300 that ive been wanting. I got the owner to use his insurance deductable to fix a dent in the back. The painting should be finished in a day or two. woohoo:

So heres my question. I live in California and what are the proper procedures for smogging a car purchased from a private party. The owner got it smogged this last Dec when he went to register it.

Everytime a car changes owners in California it needs another smog certification despite how recently it's been smogged before.

Also, it is the SELLER's responsibilty to get it smogged not the buyer.

jeez, he's already fixing the dent in the back. just pick up the car and pay the smog fee yourself. It's not THAT expensive.
