anyone familiar with A/C evaporator drainage 99 GS

Hello-
I'm noticing trickles of A/C condensate in the passenger footwell, and little outflow of water to the ground. Any opinions on the following would be appreciated:
1) Can you confirm for me that the drain tube for A/C condensate water is that 8-ish inch slightly bent black tube that can be seen when you open the hood and peer down into the gap to the right of the battery?
2) Is there a good way to check for a clog, e.g. airgun, guide-wire?
3) When I remove the panel under the glove compartment in the passenger footwell, I find that the condensate water comes from the lowest settling point, which appears to be near the motor assembly for that fan.
4) If any tech person has diagrams of the A/C evaporator components I'd love to learn about the layout, and see if I'm chasing the right thing.
Other observations: 99 GS4 in fine condition. 55K mi. A/C works like new. This water trickle has been apparent since the weather has gotten humid last few wks. The only maybe-not-so-related issue is I hear the "sound of running water" behind the dash sometimes after startup and searches at CL me I need to top off my coolant to clear the air.
