Can anyone tell me what these 4 shallow wells are for? they're not really "holes" since i can see the bottom. When I removed the valve covers, there was oil in all them, more so in other 3. Is this normal?

Yes, it's normal and part of the machining. I don't know why they put holes in there, but may be its part of the designed or weight deduction or to reduce oil splash. Who knows.
