My engine bay is a mess but I'm afraid to clean it because I heard that doing that can damage your spark plugs.
What's the proper way of doing it and is it really necessary?
What will happen if I don't do it?
Will I get more rust and other kinds of problems if I never clean the engine bay?

You're right that you have to be careful. I usually spray some carb cleaner in certain areas below the level of where the spark plugs are. I cover up the battery and fusebox with plastic along with the MAF sensor. Shown here below. We fire in short burts in the engine bay so as not saturate anything.
Importance of this is that with a cleaner engine you have less heat. Cleaner pullies also mean power (especially since I have a light weight one) and I can feel the difference in the pull.
Granted it looks nicer afterwards, too.

one other added thing - fluids such as p/s, brake, oils, and others can be harmful to rubber and plastics...
many have issues with bushings failing or getting soft/loose after leaks (it takes some time, but it definitely is beneficial)...
Do make sure that you don't spray anywhere with high pressure that could do harm - a good pressure washer is powerful enough to shoot water right through a valve cover gasket if aimed right (wrong?)...
as has been stated - careful with electrics too, water is not good for any of that stuff...
