The car has 50,000 miles on it.
I had the gas refilled, but it still short cycles.
When Im sittin at a stop light, it starts blowing warm air. When I get on the freeway with the RPM's up, it blows ICE cold.
What causes this?
Is there an easy fix?

You may over charged the system that will caused the quick cycle due to the over pressure in the system. Make sure your fan condenser fan is working properly and nothing is blocking your condenser.

I've heard that it may have too much. How do I get it fixed without getting ripped off?
I was told I needed a new condenser........and it was only $1200

Did they evacuate the entire system prior to adding refrigerant? If not, what you want them to do is a complete evacuate and recharge with the correct amount of refrigerant (its on a sticker under the hood, or they'll have access to it in a shop manual like Mitchell)... Anyways, that's the only way to know for sure how much refrigerant is in the system...
Once that is done, if it is still short cycling, you should be able to watch pressures and diag from there, but my guess if it is still short cycling is indeed that the condenser is bad causing a restriction, however, the thermostatic expansion valve can go bad and cause that same type of issue as well...
