does it stay low on all settings? just the a/c? i am far from a mechanic but other cars i have had the same problem with i put in a new blower motor resistor. do a search and i am sure you will find location and fix.

These car do not use the old fashion blower resistor. Do you have a DVM, and do you know how to read schematics? If not your best bet is to take it to someone with experience. These cars use a active, transistor control for intermediate fan speeds (but have a relay to apply full voltage for full fan speed).
If you do not have experience reading schematics, you could try measuring the voltage across the blower motor at full speed and see what that reads. If you have over 12 v (with the fan plugged in, very improtant). Then your fan motor is bad. otherwise you need someone there to help you.
