I have a 92 SC 400 with a broken power steering belt and want to know how to replace it, whether it's hard to do and requires special tools and if I'd need to get under the car to do it. Please HELP! Thanks.

The SC400 only have one belt that drive the power steering, alternator and a/c compressor. It's very easy to do from the top. If you open the hood you will see the belt tensioner a little bit below the lower radiator hose, just use a 14mm wrench and move the tensioner counterclockwise.
Make sure you check all the moving parts that driven by the belt because your car is 19 years old and one of the pulley may seized up caused the belt to broke.
