Bad thermostat? low coolant? faulty control head? or a bad heater control valve?

Is the heater control valve by the firewall move when you selected from cool to hot? Code 21 is alway there for the solar sensor, but I wonder about code 41.

I'll check tomorrow at work what 41 is.
