Default GS300 Runs bad after timing belt replace

So my 98 GS3 had a timing belt replaced and all put back andnow the car has no power on take off, idles up and down, and seems to have my cold air intake sound very loud up on take off..
I put my ODb and it says p1349.. I suspect the oil valve( located on the front under the cover) tested it and it opens and closes..
The car has little oil in it, but what could be the issue here?

Lack of oil, and improperly aligned cogs when the timing belt was installed or they forgot to hook up some stuff properly when doing the job. Take it back to the shop that did it as they screwed something up and need to fix it.
