2003 es300. Are cam seals normally replaced with timing belt and water pump?

Default 2003 es300. Are cam seals normally replaced with timing belt and water pump?

at 90k miles, I had my water pump and timing belt replaced at longo lexus stealership
now at 117k miles, an independent mechanic says my cam seals may be bad.

I checked my water pump timing belt service records, and there is no indication of cam seals being replaced.

I'm having the mechanic replace the valve cover gaskets because they're leaking bad, so I'm wondering if the oil at the camshaft area is just drippage from the valve covers up top.
