In photoshop you use the select tool and make a box where you want the pictures to be. Then to hit "select" on the top tool bar and click inverse. This will give you the area you are going to make black. Then hit "del" now it should be a white box then use the "fill" Paint can on the right with Black as your color.
Hope this helps.

I prefer my way best I guess its simple..
Basicly ,
1. CTRL+O and choose the image you would like to use. (File>Open)
2. Make sure your Layers Window is open (F7 or Window>Layers)
3. CTRL+SHIFT+N to Create a New Layer (Layer>New>Layer)
4. CTRL + A then ALT + Backspace. This would fill up the area
5. For a 5px boarder = on your keyboard press the down arrow 5 times and the right arrow 5 times and then hit backspace.
6. Layer>Duplicate to Duplicate the layer and rotate it 180º by Edit>Transform>Rotate 180º
Thats it.. there are many ways of doing it, but this to me is the easiest.

Another easy way is
1. Select all
2. In the Select menu -->Modify --> Border. Enter how thick you want the border to be by pixels.
3. Go to Edit ---> Fill --> select color (foreground/background/custom color...etc.)
4. Bingo your done.
