Angry Failed MD safety inspection.

So my car (2003 ES300 with 92000 miles and zero accidents) just failed the stupid MD state inspection due to "worn lower control arms" and of course I was quoted by the shop a convenient $1200 to change them because the engine and trans have to be removed to do it... The car drives straight as a train, stops as it should, takes corners like a beast and the wheels have no play or uneven wear at all. Anyone has any input on this? What can I do to avoid spending over a grand for something that I clearly don't need, or at least is not bad enough to be a concern? Thanks!
