3m... a company that make all sorts of adheasives... including various strengths of double sided tape

Mount it anywhere you want. Basically, just find an open space that's not near any moving parts or parts that get extremely hot and you should be fine.

3m double sided tape should be enough to keep the ballast mounted. Just make sure both of the surfaces are thoroughly clean.
