As far as the Driving While Talking thing, a coworker of mine has confirmed it with the local PD he lives in. Once I get a copy of the letter sent out by the seargant, I will share it with you all.
Yes this does not fully go into effect until 7/1/2008 BUT, cops have the authority to pull you over with a warning. It's basically a probationary grace period until the time it's fully enforced, this way people will be aware of it instead of saying, "oh i didn't know?".

funny thing is that when the studies are done, it's not the holding of the cell phone thats the problem, its that the drivers mind is elsewhere, not focusing on the road, that causes the problems...

Kinda embarassing...but as it turns out, this "friend of the family" likes to exaggerate ***** all the time. he got the hoax e-mail and made up the fact that he got a ticket for it just to make it more believable....i kinda feel retarded now for even bringing this up..

Great point. There is no way he could pulled over for taking the split second to push a button to receive the call.
I remember hearing of debates a few years ago that if people should be ticketed for holding a phone up to their ear, then drivers should also get ticketed for eating, drinking, etc. while driving.
