I think that is just the age limit for winning the wine. everything else except the cigars im pretty sure you dont have to be 21. Do you have to be 21 to win the cigars to?

Here's your answer to your specific question regarding winning any of the tobacco and/or alocohol raffle prizes if you do not meet the age requirement (which disqualifies and defer you from accepting and obtaining those items):

1. Go see Teeman3 and there will be an alternate prize.

If you don't qualify for those specific "Age Requirement" raffle prizes and happen to win those, you will forfeit and be given an alternate prize and still walk away saying, "Teeman3 is Da Man....."

Now register and have a great time at the event.
