Police says ALL car mods need to be reported to DMV
So I was on my way home last night and unfortunately was pulled over by the police. The police officer first asked about my tinted windows, I didn’t lie and said yes they are tinted but not super dark or anything. He said ok and let that one slide. The next thing he asked was if my car was modified and I said yes. He than asked if all my modifications were legal? I said I'm pretty sure they are all legal and he challenged if I was sure about that and asked if I had anything “special” under the hood. I said no not really. All I really have that I thought could be illegal was my Joe-Z intake and my Dragger II exhaust. The officer said that any modifications done to my car need to be reported to the DMV because it changes the value of the car. Luckily for me in the end we had a pleasant chat and he let me go with no ticket or anything.
But I just wanted to get some feedback about all this and to confirm that a Joe-Z intake and Dragger II exhaust isn't considered illegal, please feel free to comment, thanks.

What a JOKE.......!!!!What an AZZ!
I had my puddle lights on the other night coming back from the Silicon Valley Auto Show and a CHP passed me up. He then slowed down behind a car and tail gated him....changed three lanes faked like he was exiting and waited for me to pass him as he jumped back on the freeway. I was going 65MPH (for some reason). He got next to me in my blind spot...as usual and then sped off!! I know he was just waiting for me and sizing me up! Hopefully my Firefighter plate and my CHP 11-99 foundation plate frame detracted!!

The Joe-Z intake isn't necessarily illegal per say...its just a tube that still utilizes the car's stock air filter for god's sake...with the Joe-Z intake, the car will pass smog, both visual and also emissions. (so its safe to say its "legal")
In fact, the Joe-Z intake looks so plain that if you didn't say anything, it'd look like a stock OEM intake to the average person.
One time I got pulled over by a cop for not having a front plate, and he did a 360 and walked around my car and said, "son, is that a modified exhaust?" I was like, "no, I bought my car from the dealership like this...would you like to see the brochure?" And then the cop said, "no, its okay."
If he had persisted, I would have busted out my OEM L-Tuned IS300 brochure which I keep in my car at all times:
Maybe I can make you a copy. It'll save you the hassle of explaining your mods.

Any engine mods without a CARB sticker is illegal in CA. Cat-back exhaust doesn't need a CARB number but header does. I was sent to the State Referee over a damned silicon hose before (not a GS) so consider yourself lucky =).
Cops usually mess with you for having an aftermarket exhaust system and will use that as probable cause to pop your hood. Don't be like me and get sent to the State Referee (3 separate occasions), so just keep your mods low key and you should be good.
