You can try Crissy Fields. It is right next to the Golden Gate Bridge. Roads are still pretty crappy around there but no where as bad as Twin Peaks.

Twin peaks may not have the best road, but it does have the billion dollar view.
Another spot (road is more decent) I would suggest is the Cliff House, at Ocean beach.
But you have to go early to get a great spot for shoot.
