I bought 2019 brand new in October (wished I knew about CarPlay before, I would wait...and seller lied me anyway) and car came with factory installed illuminated door sills.
Does "lexus" lights up or not? It never lighted up since I got it. I have lights inside the car on when door is opened, but nothing on door sills.
Should it light on at any time? Is there a way to turn it on or need to take it to dealership to fix for free?

Can you post a picture of what your sills look like?
Yes they are lit the entire time if the headlights are on. When you open the door they are brighter, then dim down after about 10 seconds or so. You can turn them completely off if you lower the brightness of the interior lights to the lowest setting. Perhaps your setting is low. If your brightness is up all the way, simply turn your headlights on and the sills should light up.

Congrats on your NX.
Illuminated door sills would have been an option. If your contract stated them, then yes, they are the lighted ones and must light up and be visible at dusk/night when the door is opened.
It's possible the connection to power was not made. It happened to me when I picked up my RX with the "dealer-installed" illuminated door-sills. They fixed it in 15 mins.
