Hi,
My mom was driving on the freeway and her left side mirror cover fell off (pics attached). It still works/blinkers work and everything. I wanted to know if there is an estimate as to how much it would cost?

Or if I can get it from Ebay?

It appears just the upper outer cover is missing, which is relatively inexpensive. If the retainer clips are intact, you should be able to purchase a new cover, which just snaps on. Refer to this web page for a parts drawing:

Scroll down to see the various outer cover colors that are available (item #2 in the drawing). I guessed at your model year; so load the correct info it it is wrong.

Did she hit something? Mirror caps just don't fall off. if she didn't hit anything, and there's no sign of impact anywhere, the dealer may replace it free. (assuming there's warranty left) worth a shot.
