Given the opaque statement, "Get to 100% just before you start driving, " I am confident that if it were that dire, Lexus would have been explicit in its warning. For example, the battery never depletes fully to zero, so I suspect the batter never charges to an authentic 100%. Of course, that's speculation; regardless, I'm personally not going to be pedantic about the battery. Instead, I'll use common sense by not leaving my battery fully charged/depleted for lengthy periods on end without being driven.

Any change in charge time with a 110v socket backed up with a 20amp breakers vice a 15amp breakers? I've had mine for about two months and with the 15amp 110v it takes about 12hr.

If you're using the included charger, it takes in and puts out 12 A, so switching to a 20 A circuit won't change anything. You'd need a different charger. For what its worth, the Inflation Reduction Act extends the 30% tax credit towards chargers and (I believe, can't quite remember) any electrical work that's needed.

With much focus upon PHEV battery endurance, are there any issues with fuel sitting in the tank for extended periods? Or is there any recommended minimum burn amount to consume by week/month etc?

The manual recommends refueling at least 5.3 gallons every 12 months, although that seems a little low. I was under the impression gas starts breaking down in 3-6 months, but it doesn't happen immediately and YMMV depending on conditions, the gas, how much you have in the tank. You could add a fuel stabilizer, or just burn through a tank once and a while. Running the engine up to temp occasionally is good for the oil as well.
